   Delaware requires its own supplemental essays inside the Common Application from applicants who do not submit test scores.

   Their supplement page: "students who choose not to provide test scores are required to complete the supplemental essays located within The Common Application for the University of Delaware." A different UD page omits this, so check the Common App.
